This has been suggested like a gazillion times, I haven't heard any serious complaints at all so far, only support from the player base. NGD can always put restrictions on minimum level required to use this scroll (like with the scroll of mastery) or frequency that it can be used (like with the name change scroll), so the mechanics for such an item are all there.
